Fred Philpot joined Lewis Young Robertson & Burningham, Inc in 2006. Mr. Philpot serves as the Production Team Manager for LYRB, managing the allocation of LYRB resources. Mr Philpot has served as project lead for numerous projects regarding user rates, impact fee analysis, feasibility studies, redevelopment and blight studies, and comprehensive financial planning. His project expertise also includes detailed land use analysis, demographic projections, retail sales analysis and sales gap modeling, analysis market conditions, GIS mapping and conducting level of service analysis.

Economic Development Study/Retail Leakage: Evaluated economic growth, opportunities and weaknesses, developable land, and supportable retail square footage.
Impact Fee & User Rate Analysis: Completed hundreds of studies related to impact fee and user rate analysis. Prepared final reports detailing findings and presented recommendations to legislative bodies.
Comprehensive Sustainability Planning: Evaluated the financial sustainability of General Fund and Utilities as it relates to property tax growth, truth-intaxation, sales taxes and other revenues. Ensured appropriate funding of capital needs and expenditure growth.
